Welcome to HP's Tier 2 Prime Supplier Reporting Page. The HP Tier 2 initiative expands our overall supplier diversity initiative objectives by requesting our primary suppliers utilize and report spending activity with small, minority, woman, veteran and service disabled-veteran owned business enterprises (S/M/W/V/SDVBE's) in the fulfillment of their contracts with HP.

The Tier 2 initiative serves as an enhancement to, and not as a replacement for, existing efforts aimed at increasing procurement/business utilization for S/M/W/V/SDVBE's to participate as Prime Suppliers to HP.
 HP Global Supplier Diversity Policy
The HP Global Supplier Diversity policy provides small, minority-owned, women-owned, veteran-owned, and other under-utilized businesses an equal opportunity to participate as suppliers for materials and services purchased by HP and act as resellers of HP products and services. The primary objectives of HP's Supplier Diversity policy are:
  • To identify, qualify, mentor and develop small businesses by purchasing from these businesses whenever practical while continuing to procure on the basis of competitive technology, quality, responsiveness, delivery and cost

  • To expand the number of small businesses, minority-owned businesses, women-owned businesses and
    veteran-owned businesses used by HP, and to increase the total amount of procurements awarded to these businesses

  • To validate that HP supplier diversity policies, practices and procedures are current and implemented and that HP complies with all applicable Federal and Defense Federal Acquisition Regulations, including Public Laws 95-507,
    99-661, 100-180, 100-656 and all applicable state and municipal laws and ordinances.
 Tier 2 Reporting
If you are a supplier to HP and we have asked you to participate in our Tier 2 reporting program, please login (on the left) to begin the reporting process. You will need the username and password, which was sent to you via email. If you need to access the Tier 2 reporting system but haven't been provided a User Name and Password, please send an email requesting
access to: HPsecondtier@hp.com

Reporting Instructions/Reminders:
  • Report your direct spend by supplier for the quarter, which has just ended. The reporting period will begin 15 days after the end of the quarter. You will have approximately four weeks to report your M/W/VBE spend.

  • Remember to include any diverse spending your company may have in Puerto Rico.

  • An instructional manual and additional reporting instructions can be accessed once you have logged into the system.
 Minority, Woman, Veteran & Service-Disabled Veteran-Owned Business Definition
For the purposes of this initiative, HP considers a minority or woman-owned business to be one, which meets the following criteria:

The company is at least 51% owned, operated, and controlled by a United States citizen who is a member of one of the following groups:
  • African-Americans whose origins are in the Black race regardless of country of origin.

  • Hispanic-Americans whose origins are in South America, Central America, Mexico, Cuba, the Dominican Republic, Puerto Rico, or the Iberian Peninsula, including Portugal.

  • Native-Americans include American Indians, Eskimos, Aleuts and Native Hawaiians.

  • Asian-Pacific Americans whose origins are in Japan, China, the Philippines, Vietnam, Korea, Samoa, Guam, the U.S. Trust Territory of the Pacific Islands (Republic of Palau), the Northern Mariana Islands, Laos, Kampuchea (Cambodia), Taiwan, Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, the Republic of the Marshall Islands or the Federated States of Micronesia, Macao, Hong Kong, Fiji, Tonga, Kiribati, Tuvalu or Nauru.

  • Subcontinent Asian-Americans whose origins are in India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal.

  • Women (non-ethnic women)

  • Veteran as defined in 38 U.S.C. 101(2) a person who served in the active military, naval or air service.

  • Service-Disabled Veteran a veteran as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
The company is certified as a small, minority, woman, veteran or service disabled veteran-owned business enterprise by one of the following third party organizations.

  • National Minority Supplier Development Council (NMSDC) -www.nmsdcus.org/

  • Women's Business Enterprise National Council (WBENC) -www.wbenc.org/

  • Small Business Association (SBA)/Federal Government Agency - www.ccr.gov

  • The National Gay & Lesbian Chamber of Commerce - http://www.nglcc.org/

  • Any state or local government agency
 What is 2nd Tier spending?
  • Tier 2 spending consists of payments made to small, minority, non-ethnic women, veteran or service-disabled veteran-owned businesses for the purchase of goods and services, used directly or indirectly, from the Prime Suppliers in support of HP contracts.
